Has anyone developed or found a best practice for balancing the tracking of actual work with the managing of the project? It comes down to how one builds the schedule and the methodology they use to input actuals. I manage a group of billable engineers and we have recently deployed Project Server 2010, but this is not unique to 2010 - I have wrestled with this since I began using MS Project 20 years ago.

For instance, for the task of, say, upgrading an application server, there are a myriad of subtasks the PM must track to insure the task is completed correctly. While we want to measure the time it takes the engineer to complete (and compare to the estimate), we may really only want the engineer to input time against the tasks as a whole, even though they may be responsible for completing all of the subtasks. We want the subtasks to be listed, but we don’t want to burden the engineer with tracking the exact amount of time it took to complete a small task like "apply software license", "add to backup routine", or "configure monitoring".

Ideally, Project/Project Server would allow us to input actuals at a summary task level, but it does not. I have thought of creating one subtask under the summary task to use to record actuals, and then make the additional subtasks binary milestones of 0 hours work. However, the disadvantage to this is these are not true milestones and must be filtered out of any milestone views or reports, and they still clutter up the engineer’s timesheet.

In the Timesheet Settings and Defaults screen, you can enable "Allow top-level time reporting" in the Timesheet Policies section. I believe that will let users input time at a summary level (actually at any level, I think).
