Does ASC X12 standard explicitly state that a document resubmitted due to the 997 rejection should use a new ISA control number instead of the original one?

Best answer I can give you is (most probably) no.  In fact, X12 is open to interpretation and customization.  X12 makes no effort to enforce the standard either.
