I am using the Bing Ads reporting service to grab account, campaign and adgroup performance reports. The thing is I want to include the "Hour of day" column like in the Bing Ads Reports web interface. However, when I checked the report column value sets in MSDN, there is no "Hour of day" column indicated. So is including the "Hour of day" column in a api report request possible?

You should set the ReportAggregation to Hourly as documented here:
