On WP8.1 Update 1, simple capture using Windows.Media.Capture.MediaCapture would throw "Access Denied" when InitializeAsync() is called, regardless of the MediaCaptureInitializationSettings used.  This happens even with webcam and microphone declared within Package.appxmanifest.  The same code works on the emulator, but it fails on the devices.

I have reproduced what I believe to be the same problem using the Advanced camera sample.
UPDATE: I have verified that the product group is aware of this issue.
