I don't know of any API plugging into the XmlReader API in the .NET framework but there are certainly various tools around to convert CSV to XML, for instance http://andrewjwelch.com/code/xslt/csv/csv-to-xml_v2.html which you could run under .NET with the .NET version of Saxon 9 from http://saxon.sourceforge.net/.
