For a failed test case for a test plan , when we create a bug is there a way to link that to a PBI (say PBI#123). Right now it appears on the board without a parent , but since this test plan was for the PBI #123 , the bug created has to be manually assigned to a parent PBI#123 .

Did you create bug when run test case on the web?

The PBI will be linked to this bug with the "Related" type.

You could not change the "Related" type to "Parent", you only could add the PBI as a parent type link to this bug.
