I signed up for the early release of 8.1 and installed it and the subsequent update to 8.10.12382.878.

Phone works great EXCEPT for one feature found so far:  Text to Speech DOES NOT WORK AT ALL.

I use the speech setting to read aloud incoming texts while driving and no matter what setting I choose the texts are not read aloud.  I tried Always On, wired headset, Bluetooth and headsets...NO texts are read.

I get a beep in my ear indicating an incoming text then nothing.

Not sure if this is your problem but I found in Windows Phone 8.1 Developer Preview, Text to Speech doesn't seem to work unless you have "Show Notification Banners on" I'd call this a bug that needs to be fixed.

Go to Settings/Notificaton+Actions
Click Messaging
Enable Show Notification Banners
