About report a problem, you need initiate the report from Visual Studio or the Visual Studio Installer: In Visual Studio, select Help > Send Feedback > Report a Problem > sign in your account in Visual Studio Feedback window > When you sign in, click "Report New Problem" so that you can report a problem that you're experiencing.

Besides, Visual Studio provides an interface to search for your problem and see if others have reported it. If someone has reported it, "up-vote" it to let us know.
