I have run the "CameraManualControls" UWP sample on a Win10 tablet and it returns false to ALL of the rear camera capabilities (ie flash, zoom, iso/exposure control).   BUT, there is a custom camera app created by the vendor (XCapture) which allows the user to use the builtin flash.  The app also seems to focus quicker than the default Windows camera app (slow focus is huge issue with my app's use of the camera).  The quicker focus is really my goal, but I feel like if I can figure out why the flash works for their app maybe that is a clue.

So, what camera api could the vendor's app be using that is smarter than the MediaCapture api?  I emailed with a Microsoft media expert and he told me that because camera devices in a tablet connect via the USB they are degraded.  In other words, I shouldn't expect ANY built-in camera to have these capabilities enabled.

Would love any input on this!
