i'm trying to set up this project in Visual Studio

 

I have received the following error but I'm not sure what it means and I'm not sure how to fix this

Can somebody please guide me on what I need to do to set up my project correctly and have it installed into OneNote because all the project files are there and it's meant to be a template

 

I have followed instructions but I'm not sure what Visual Studio wants me to do -  where exactly is this missing dll?
