If you set up the Backup to include pictures, they should have come back after restoring the phone when you reset it.  The fact that you were having account sync issues would mean that there would be some stuff that didn't make it into the backup, though.

If you want them back on your phone from OneDrive you'd just have to save them on it again.  The fastest way would honestly be to save them on a PC and then copy them over using File Explorer, as opposed to one at a time through the mobile version of the site.
