Problem: If timesheets are 'In Progress' status, the Status Mgr will never see the status updates in Approval Center … which makes it much more difficult to manage forecasts in the plans.  In our environment, we close prior month timesheets but in doing so, users cannot submit timesheets for those locked timesheets.  Even though we have processes in place to stay on top of this, invariably some timesheets don’t get submitted especially if the resource has left the company.

Force submit is an Add in for project server. I guess there should not be any problems for force timesheets to "submitted" status.
