Thank you for posting in MSDN forum.

Firstly, you may find a computer with well-connected network, then refer to Create an offline installer for Visual Studio 2017 to make an offline installer with full resource and perform a VS 2017 installation.

Copy the healthy offline installer to the PC without internet connection to finish the VS 2017 Setup.
