I have a two number parameters which refer to beginning and end of fiscal year.  After inputting these prompts I want to have a third parameter's Prompting Text change based on the inputted number from the first two.  Is this possible?

This is not possible if you let the viewer prompt for parameters.  You could do this is by creating the parameter prompts yourself.
