There are two ways to submit a bug in TFS:

1. Submit a bug using the web portal, it’s the old version, but similar as the 2017, you can also reference below screenshots.
2. Submit a Bug Using Microsoft Visual Studio  (Team Explorer)

You can get the bug list by query, create a new query something like this (adjust the conditions as needed):
