I'm not sure if I'm following you, when you mean Library folder is a Library project or a solution folder? In any case into the Microsoft.Practices.RecipeFramework.Library.dl you will find a couple of action, one of those is the Microsoft.Practices.RecipeFramework.Library.Solution.Actions.AddReferenceAction. With that one you can easily create references.
