使用h.264进行编码IIS Smooth Streaming Hd 720p

使用GPU时的CPU使用率超过60％，RAM使用率超过1GB ..且帧数不断下降。 .. 

CPU Usage when using GPU is more then 60%, RAM usage is more then  1GB.. and constant frame drop... 

不使用GPU时的CPU使用率超过50％，RAM使用率为800 MB且无帧丢失... 

CPU Usage when not using GPU is more then 50%, RAM Usage is arond 800 MB and no frame drop... 

UI中的所有其他内容对于表达式编码器来说都是相同的。

All other things in UI is same for expression encoder..

那么GPU编码的用法是什么？它会不断地提供质量较差的视频，内存较高，CPU使用率较高.. 

Then what is usage of GPU encoding when it is constantly giving bad quality video with higher RAM + higher cpu usage..

In your case, the GPU is the bottleneck and slows down the encoding, which is why you're getting worse performance. GPU Encoding was not intended to be used by such a low-end GPU. Your 8400GS card has only 8 CUDA cores, where current cards have 96 to 512.
