Welcome to the MSDN forum.

Have you install the Desktop development with C++ workload? Please check this documentand re-run the VS installer as administrator and modify, if this workload not checked, please select it to install.

At the end of the WDK installation and install the WDK VS extension, I tried to install the above workload in VS, install WDK and the extension, then check the VS and the WDK project templates display as below:
