I needed it to realtime or 2/3 seconds, but have a delay of about 20 seconds . I've tried several ways but can not lower this time .

This information is already in the FAQ, but bottom line, there is currently no way to get that kind of low latency with Expression Encoder and IIS technologies.

We add a few seconds of delay during the encoding, then there's caching going on at the server level that can add another 5-20 seconds and finally Silverlight also caches for another few seconds of delay.

For less than 10 seconds on a full roundtrip, you'll need an expensive and dedicated system, most probably on both sides.
