Looking for automated way to calculate and rollup %complete of each programming resource. For example, Project would calculate all of the assigned tasks (whether the tasks were complete 100% or not), add up all of these programmers tasks and divide by the total. Right now I do this by hand but looking for an automated report from Project 2010.

I may have misunderstood your requirement, but have you looked at the column labelled "% Work Complete" in the Resource Sheet view? It would appear to do what you've described natively.
