I am going to Create Another list Says "Contract List" , I need to associate my Project Task with this list, this is possible through "Custom Command" <Link item> as you can see in above picture,

The form what you are having is the issue form & designed for project server . If you want any custom list having the links item command, You will need to devvelop this functionality using the Project Server PSI.
