I am puzzled why the target framework in application settings is not displayed/changeable in a class library project which I got from internet. Any ideas?

Welcome to the MSDN forum.

Could you please share the download link that you downloaded this class library project and your VS version? I will try to reproduce this issue in my side, thank you for your cooperation.

To check this issue is more relates to your VS or this specific project, please create a new class library project with the same project type, then right click the project name>Properties and view the Target framework, see if it is also disappear/unmodifiable like this download project.
