I have all my users set up in VSTS manually, i.e. I added them to the Users hub, they all have been assigned a license and are part of a VSTS Group. They can all access the VSTS project just fine, everything is working as expected.

To simplify the administration (as all these people also need access to the same Azure subscription) I created an Azure AD Group and made all these users member of the group.

Upon which none of them were able to access the VSTS project any more.

As per my understanding Microsoft Azure handles billing for your Team Services account you will need Team Service account owner permissions and you’ll also need at least subscription Co-administrator permissions so that you can link this subscription to your Team Services account. You must link the Azure Subscription to your Team Services account in the Azure classic portal or Azure portal. After you set up this link, you can pay for more users and team services, like Build & Release or Cloud-based Load Testing.
