In short: You don't control how your visitor views web pages.  All you control is to try and make the page look good for a wide range of viewers.  That means you pick a width that is somewhere in the "middle" - and there are many views on where that is - or you use a min and max width site, or you use a fully liquid site (which risks looking quite silly in very wide browser windows, and you hope people don't use very narrow browser windows).  You also don't constrain the height of the page.  You need to let the page expand or contract when text is resized.
