Does anyone have a basic UI template that I can use? Perhaps something that contains a SplitView with a PageHeader and a HamburgerMenu, possibly a CommandBar as well? Just a boilerplate, of sorts - but I would not like to use Template10, or the other alternatives.

In the UWP Community Toolkit, you can find some custom controls. It has HamburgerMenu XAML Control. The Hamburger Menu Control provides an easy-to-use, side-bar menu which users can show or hide by using a Hamburger button. I think it can give you some idea with your requirement.
