I have admin rights on TFS but I am unable to grant a user rights on a team project. I am not a "team project admin" for this team project. Being a TFS admin, I think I should be able to add.

Which TFS version you are using, from the web access you should be able to trace why you have do not have sufficient permissions. When you say you are TFS admin, are you admin at TFS console ? double check that.
