When taking an mp4 video file and using Silverlight to place the file on my website, should I expect the quality of the image to be considerably less sharp and clear then the mp4 file I started out with?

Not necessarily -- Depending on encoding settings Encoder cancreate a webvideo file at the same quality level as the source file.  Also if your MP4 file contains H.264 data already -- you might not even need to run it through Encoder in order for Silverlight (and/or one of the Expression Encoder player templates) to render the video file.

That said -- if your H.264 MP4 file contains 1080P data at a high bitrate -- people attempting to view that video that don't have quad-core machine and a super fast internet connection aren't going to have great viewing experience.   So you might want to consider encoding and hosting the video using Smooth Streaming technology -- which can deliver a 1080P viewing experience to users with high end machines and connects -- but automatically adapts to end-users with slower machines and/or internet connections to give them as good a view experience as their PC can handle.
