I think I cannot reproduce your problem. Please check this, by default UWP samples are target ARM CPU and in this way you will only have the "Debug to device" option. If this is your problem you can change the target CPU from ARM to x86 or x64, in this way you will be able to target to local machine to run your app.

If what I said is not your problem then maybe it is a Visual Studio problem. You'd better show us some screenshots to describe your problem or post on VS related forum if it is actually a Visual Studio Setup issue.
