We have TFS 2015 Update 2 installed.

Users are able to create labels but cannot find them now see them in the history of any files.

TFS管理员可以看到所有标签。

The TFS Administrator can see all the labels.

The users are setup with allow for "Administer labels" and "Label" among other settings.

我们在IIS日志中找不到任何有用的东西。

We have not found anything useful in the IIS logs.

首先确保源位置路径与您的TFS 管理员使用的路径相同。如果为文件夹应用标签，则该文件夹下的所有文件也将具有标签。但该文件夹的父文件夹不具有
标签。 

First make sure the Source location path is the same with your TFS administrator uses. If you apply a label for a folder, all files under that folder will have the label too. But the parent folder of that folder won't have the label. 

在源代码管理资源管理器中，右键单击文件夹 - >查找 - >查找标签。你能通过这种方式看到这些标签吗？

In Source Control Explorer, right-click the folder-->Find-->Find Labels. Can you see those labels by this way?
