I'm trying to use the Script Editor Web Part with CSS to change a Page Viewer Web Part on my SharePoint 2013 on prem page. It's not working. I've looked at several sites that suggest this is possible but nothing is working. Is the Script Editor web part just for javascript?

Just use a content editor web part and embed the <script> tags before and after your javascript. you are good to go .
