Move the Project Server databases to your SharePoint 2007 farm. 

Install Project Server on the SharePoint farm.

Provision a new PWA instance from the Project Server databases.

I forget how to get the workspaces to work again in 2007 at this point.  It may be as simple as downloading and running the Bulk Update tool, but you probably will be best served by exporting them all and then reimporting them into a new site collection (or the newly provisioned PWA site collection).  There's an STSADM command to do that.

Make sure to test the procedure first of course.
