I don''t think you can improve performance by such migration, especially of you go in for ASP.NET mostly. Why?

You can really improve your performance if your can learn more of programming: technology, algorithms, better techniques, improve development procedures, expand your knowledge on existing open-source techniques and frameworks, both on client side and server side (there are a good number of them), learn more on compatibility issues, troubleshooting, debugging techniques. You can also improve your practical experience and skills in development, as no experience can be considered "good enough", everything can be improved.

And you can really do all these improvements using .NET Framework 3.5 and Visual Studio 2008. Those are decent versions, not considerably obsolete.
