Administrative time is available in the reporting database. I would suggest downloading the Project 2010 SDK from http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=15511, this contains a chm that outlines the schema for the reporting database and information on how to extract administrative time from the various tables, depending on whether the database was a 2007 to 2010 upgrade, or fresh 2010.

As for synchronising admin time with projects, this is not possible. Admin time is used to capture non project time, i.e. time not within the schedules. If you have admin type tasks and wish to capture the time and apply them to projects, then it might be better to have admin types tasks within a project schedule and use the normal task approval to push that time onto the schedule.
