Hi, I want to receive RTP/H.264 on my UWP app(win10), here is my scenario:

I will receive lots of packages sent from my server. Each package represents a fragment of one frame with a RTP header and H264 header.

But I'm wondering that if there's some API which is support in UWP, or I need to implement all of it.

H.264 format is supported in UWP. See Video codec & format support

What you want should be available in UWP. Please see Adaptive streaming

The official Adaptive streaming sample for details.
