I have a web form application that has five pages. The first page contains a fields to fill by the user. but the user can't move to the second page until completing the data in the first page. The data in the first page are required. in the forth page the user has to upload a documents and they are required. During the testing I found that the user can change the path above by putting the name of the last page and it will go to the last page without uploading the required important data.

This way you can track what is the progress achieved and if the user changes the Browser URL and lands to a different page; you can redirect him/her back to the desired page. This is a way to force the user to complete the steps in a sequential manner.
