I keep getting an email notification through exchange sync that a resource has updated a task, but there is no change to the task. The notification references the same task every time, but it is marked complete and there has been no update. I don't have any outstanding approvals and I've tried closing the task to updates, and confirmed that the project shows it complete, but I keep getting it. Is this an Exchange issue or Project server? Any guidance will be appreciated!

What patch level is your Project Server 2010 farm? I believe as issue like this was resolved with the August 2011 CU:

From the KB article:

"When a project manager makes a change to an assignment in Project Server 2010, resources receive an email message notification even if the assignment is completed"
