In one of our sharepoint site, user is not receiving welcome email when the id is added to the sharepoint site even though we have enabled the welcome email option. Could you please help on this issue?

Is the issue affecting all the users or just a subset of them?
Is the outgoing email setting properly configured in the Central Administration under System Settings? If that's the case and there is no problem on the mail server side, try sending some test email messages using the PowerShell Send-MailMessage cmdlet from one of the SharePoint servers (remember that you have to specify the same mail server set in the Central Administration's outgoing email settings).
