I see currently that I have available ( Prior Person)  a Contribute with NO Delete.

then I want Approvers to be able to go into the Form and approve it via a drop down. Edit rights. No Delete

You could create a custom permission level (maybe named "Contribute No Modify") which will not include the "Edit Items" and "Delete Items" list permissions and assign this permission level to the user/groups you want in order to prevent them from editing and deleting items added to a list via an InfoPath form.
