>For the first error, the Addendum should consist of a variety of terms and conditions as well as a table you need to fill out. Could you provide the link so that I can try reproducing your issue or communicate with Dev Center support directly to sign the Addendum?

Moreover, since restricted capabilities' use is highly restricted, it requires approval for Store submission. You might submit a request here (please select submit an app using a restricted capability as category) for the capability before submitting your app. You need to include the capability and the reason for your request. Please provide all the info necessary in case your request will be denied. The process will take 5 business days or longer to respond so it's highly recommended to submit request in advance. Also, you can remove that capability declaration and namespace in your package manifest and re-generate your package if you don't need it actually.
