I am new to Team Services and setting up my first build of a solution that has three projects, an ASP.NET WebAPI project, a project based on the empty website template and a unit test project.  The website is an AngularJS website, so it is mostly html and javascript but does have a web.config.  (I forget why I needed that.)  The solution builds and deploys fine on premises using an MS Deploy package I wrote months ago.

But the solution will not build successfully on Team Services.  I think it is related to the project based on the "Empty ASP.NET Web Site" template.

Right after the WebAPI project and Unit Test projects build successfully, I get this error:
