Thank you for posting here!

When work with Visual Studio Online team project, the Project Administrator has the permissions to edit project-level information which include add users to groups under the team project. But if project administrator add an outside user, then the user have to link the account with Azure Active Directory before the user can sign in.

You can restrict access to resources that you manage in TFS or Team Services by setting the permission state to Deny through a security group. For a comprehensive list of default groups and permissions, see Permission reference for Team Foundation Server.
