I am trying to do a one-way VSO to VSO source control migration using the TFS Integration Tools.

The target project is empty. Setting up the Tool works without a problem and no conflicts are found after exluding the BuildProcessTemplates folder. The tool finds more than 900 Items and claims to have migrated all of them. Yet the new project is still empty.

I can find no errors in the log and have made sure to use a Service Account on both endpoints.

Any idea as to what might be the reason for this behavior? I know that the Tool is already out of date, but I have yet to find another way to do a VSO to VSO migration.
