 We see a build failure with Nuget errors under the below conditions.

1) If you have at least one VSTS Nuget package source
2) If you have more than one NuGet restore task in the build definition.

The symptom is, the second NuGet restore build task fails.

You will see an error message like below : 
Unable to find version ‘1.8.1’ of package ‘Microsoft.Cosmos.Client’.

##[debug]success:false
##[error]Error: C:\BA\agent\Worker\Tools\nuget.exe failed with return code: 1
##[error]Packages failed to install
##[debug]task result: Failed

How about the issue now? Please let us know are you still facing any issue, sorry for inconvenience caused, we had an outage related to VSTS Packages and now its resolved and working fine.
