I am having licensing issues. When i click to activate a license it notifies me that i have no network connection or check proxy settings. I do not know where to go as far as checking proxy settings.

Visual Studio uses the proxy settings that you can also reach through Internet Explorer. It is also available inside the control panel inside the Internet Options.

The proxy settings are inside the Connections tab when you click on LAN settings.
