Microsoft Word hyperlinks give message "Cannot open specified File"  The URL has been validated by copy/paste into browser and it works fine.  the links are to PDF docs in a folder on a website.  JPG and other files in the same folder link fine from MS Word, but not PDF's.  Same website using a different subfolder work.  see example:

What version of Word are you using?

I know opening linked PDF's is an issue on Word 2011 for the Mac.  In addition, folders named "files" also gives Word 2011 a problem.  I was not aware that this same folder naming issue existed on as PC as well but if that's what your are running, a PC version, it looks like it's the same issue.

So as a workaround, rename the "files" folder.
