We have a TFS 2015 build, and the first step is getting sources, and the following steps id doing stuff we need.

When the first step(Get Sources) failed, we cannot run the following steps even we set the step "Always run".

Before we build a solution, TFS need to get the source files to the build agent first, then build those files.
