Yup, but it can be a nightmare. Air space issues (similar to placing Word in an WPF app) abound, and using grid splitters causes all sorts of crazy refresh issues. I haven't tried it with Silverlight, but I know Infrigistics makes some pretty nice mapping tools that plug right in.
