I have a form and a report that prints the form. When I try to ope the report I get error 3048 cannot open databases

the totality of the database is hitting a max.....and any other forms/queries/reports that you can close will help resolve this.  In addition it is possible you have a design issue in a query or report/form that is needing many objects - and potentially could be redesigned in another fashion.

I would also copy the db when closed, and then re-open in admin mode (holding shift key) and perform a compact/repair.
