Users don't log into AD.  They log into the domain.  AD is the database that holds the user information.  The Kerberros service and the security manager perform the authentication.  If authenticated then access to the resource requested is granted.

Are you asking how to run a program when a user first logs into a workstation?  You can use either the "Startup" item or a scheduled task set to trigger on a login.
