My VS 2017 Community (Mac) Visual Studio doesn't seem to recognize VS 2003 solution files.

Not a surprise. Visual Studio for the Mac is meant to create .NET core applications. VS 2003 (which is really ancient) only supports .NET 1.1 Framework, which is unsupported on the Mac.
